Learning First: A Research Agenda For Improving Learning In Low-Income Countries

The Research Task Force on Learning (RTFL) was formed in September 2011 and worked from December 2011 to December 2012 to develop a research agenda on learning as a specific outcome of the Global Compact on Learning. It consisted of a group of ex- perts collaborating on a research agenda for learning for all children and youth in developing countries. By dividing the task force into five distinct research teams - each with their own research area - the RTFL sought to contribute to larger efforts within the global educa- tion sector to build an evidence base on learning.
