Biography Ophelia P. Veniegas is currently a senior specialist at the Southeast Asian Ministers of Education Organization (SEAMEO) Regional Center for Educational Innovation and Technology (INNOTECH), doing both research and training, which are two of the major functions of the center. As a professional staff member, Dr. Veniegas designs, develops, implements and evaluates educational research, training and other programs/projects as requested by SEAMEO member countries (Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam) or non-member countries, in collaboration with key officials of their Ministries of Education. She also initiates educational innovations in response to educational problems or in anticipation of educational needs, and provides necessary leadership in seeking creative solutions to traditional problems. Dr. Veniegas received her Ph.D. at the premier university of the country which is the University of the Philippines. Her Master's of Education degree in second language teaching gave her the preparation to do literacy work, especially in the development of learning materials.
